The rockpro64 is a rk3399 computer and can run entirely on free software. The libre computer Renegade Elite ROC-RK3399-PC is also a rk3399 computer. Can it work on entirely free software? If given devices on the computer require non free software, will the computer run if you do not install the pieces of non free software in question?

It does say on their website “minimal proprietary blobs” and that it runs on the mainline Linux kernel. The best way is to plug in a Trisquel live USB. Since this is all free software if it works then likely your computer is compatible.
If you have one, test it, if not, it probably will work with one notable exception...
WIFI will likely NOT work without usb dongle. Although it might not work even then, I don't know.
But ethernet will for damn sure work.
I once had a pocket mnt reform and wifi usb adapters didnt work but ethernet worked.
I sold the thing when I realized it couldn't run without that bloated mess systemd tho.
And given that it requires age verification now, even more glad I did.
